Why are these three counties on the northern tip of Wisconsin D?  Liberal vacation area?  Native Americans?

Douglas: Superior, WI - satellite city of Duluth
Bayfield: Tourism and liberal retirees
Ashland: Indian reservation plus an old school rust belt town that hasn't flipped yet

Ashland and Bayfield are both like 10-15% Native American. Ashland has a liberal arts college too that draws some “hippies.” Bayfield can sort of be like Park City, Utah, or Grand County, Utah. Lots of touristy types with some government employees because of the Apostle Islands. As a result, you get some retired Chicago/Twin Cities liberals.

Douglas is your traditional Union, working-class town. It also has UW-Superior, so there are a few thousand college kids. Remote villages like Solon Springs are also places for retired liberals from the Twin Cities. Superior also does have some Duluth spillover.

Dems still have a solid base of support in these three counties.

Where they are starting to fail is in the western part of the state (with the exceptions of La Crosse and Eau Claire of course)
