Yeah as surreal as that sounds this recently came up. It's a 1984 single from a singer named Fernando Cabrera who is quite popular in his native Uruguay but almost unheard of elsewhere. Well just listen to the intro...yes that's basically the Midwest Emo riff that defined American Football and the like, and it's from thousands of miles from DC a year before Rites of Spring.

Mind blown.

The first one sounds like Letters to Cleo.  I heard that on the Beavis and the Buttheads.
Uh no it sounds nothing like Letters to Cleo and emo basically is a type of 90s alternative (it started in the 80s but the indie rock focused Midwest Emo sound in the 90s which is what those draw from.)
