The amendment passes.  We'll now vote on final passage:

Emergency Resolution Addressing the Pacific-Midwest Situation

Recognising the periliously dangerous situation in New Mexico, the Atlasian Senate calls upon the President to act towards achieving a peaceful resolution with the respective parties through dialogue and negotiation.

Further, the Senate condemns all acts of violence and calls upon all parties to move towards peaceful dialogue in the resolution of these difficulties.

I thought Resolutions didn't need to President's signature.

They don't need a signature if they address Senate rules and procedure.  This is not the case on matters of national security and the like.  The proper handling of resolutions has just been ignored by most Senates in the past.

My reading of Article I, Section 3, Clause 3 seems pretty clear.

"For any Bill or Resolution to pass the Senate, it shall have gained a majority in a valid vote. Before the Bill or Resolution becomes Law, it shall be presented to the President of the Republic of Atlasia, unless it be concerning the rules for the proceedings of the Senate. If the President approves, he shall sign it, and it shall become Law."

Yes, but as far as my reading of the constitution goes, this was incorrect procedure.
