Emergency Resolution Addressing the Pacific-Midwest Situation

Whereas, the Midwest has agreed to the transfer of New Mexico from the Pacific to its borders without anything in return;
Whereas, the Pacific unanimously voted against said transfer of New Mexico to the Midwest;
Whereas, the Midwest persists in seeking to obtain New Mexico by aiding rebellious insurgents who are attempting to nullify democratically passed Pacific laws;
Whereas, the Midwest declared its current governor to have been given an unlimited term dependent on specified circumstances in direct and clear violation of the constitution;
The Senate declares its support of the Pacific in addressing the rebel insurgents in New Mexico and its opposition to the Midwest's intimidation tactics.

I wish to put forward the following amendment:

Whereas, the people of the state of New Mexico have declared unanimously, by plebiscite, their wish to rejoin the Midwestern region;

Whereas, the people of the Midwest declared, by plebiscite, their wish to see New Mexico rejoin their region;

Whereas the people of the Pacific region refuse to allow the people of the state of New Mexico to determine their own future;

Whereas the Pacific region seeks to use military force to achieve their aims;

The Senate affirms it's support for peaceful and democratic processes in resolving difficulties and so condemns the Pacific region for resorting to the threat and use of force against non-combatant Atlaisan citizens.

I support this amendment but with one change as noted in bold above. I support New Mexico in this situation, but I do think the Pacific would be a bit more cooperative if the Midwest were willing to trade Montana back to the Pacific.

Sadly the federal attempt to provide some regions with more representation than is due has caused this crisis, it is obvious New Mexico does not belong in the Pacific Region, where it does belong is in question, but when New Mexico votes to leave the Pacific, New Mexico should be allowed to leave.

It is about a little bit more than pandering. The principle of self-determination is at issue, as is the issue of the propriety of the use of force - something of increasing importance since Governor Jesus decided, a few hours ago, to start bombing Atlasian citizens.

Nay.  The issue of maintaining internal order is primary here.  In real life, if Staten Island wanted to secede from New York and join New Jersey and a band of armed revolutionaries had taken control of the Island to force the issue, I doubt if any of us would be cheering them on.

The Midwest was unwilling and began to support illegal measures to take control of the state of New Mexico without the needed approval by the Federal Government and the people of the Pacific Region.

While I do not agree with the actions that Governor Jesus has taken and would rather see the federal government be the peacekeepers in New Mexico it still does not negate the point that the activity of the Midwestern government has been against the Constitution of Atlasia in various ways, from a lifetime appointment of Governor Verin to inclusion of New Mexico into the Midwest Region without approval from either the Federal Government or the Pacific.

While these actions have circled down into a treasonous chaos by all sides due to the inability of the government and of the President to actually act on the Federal Government's behalf the original flashpoint of the inclusion of New Mexico into the Midwest without approval by the Pacific Region or the Federal Government is illegal in every sense of the word and unconstitutional to the fullest degree.

I do deny this. The Midwest has not made or supported any illegal measures to take control of the state of New Mexico. Clearly, the Midwest government strongly supports the transfer of NM to the Midwest, but no active illegal measures have been undertaken.

The approval of the Senate will be sought. I introduced a resolution to do just that before Christmas - it should be on the floor shortly.

Clearly the Pacific's actions have not been those of peacekeepers. The Governor ordered fire on Atlasians who posed no threat to any Pacifican or Atlasian.

The lifetime appointment of the Governor was not an action of the Midwest government but the Midwest people. It has also been pointed out that the proposition is unenforceable being directly unconstitutional with the Midwest Constitution and the federal Constitution. Any Midwestern citizen could have it overruled by the Supreme Court without much difficulty.

Nevertheless, the issue is hardly one of federal concern and is completely unrelated to the issue at hand.

The Midwest does not proclaim that NM is actually currently de jure a Midwestern state. Only a desire that this be brought about has been expressed. Proper legislative procedure has been followed, and the issue has been brought up/set in motion in the two regions, the state itself and here in the Senate. No hostile action has been undertaken by the Midwestern government.

Any and all military actions have been underatken by the federal government, New Mexicans (of their own accord), the Southeast, and the Pacific.

Gov. Jesus ordered a military assault on his own citizens seeking self-determination. Remind anybody of anyone?

My resolution does not seek to cheer on the rebels. It calls for a peaceful resolution to the difficulties and condemns the Pacific government for an action which has resulted in over 200 civilian deaths.

Whereas the resolution presented to the Senate gives it's full support to the Pacific government in it's actions against the people of New Mexico - something I consider unconscionable.

The Pacific government is not seeking to harm the people of New Mexico, and that has never been its aim.  We have supporters in New Mexico who oppose the Midwest rebellious insurgency.  It is the rebels whom the Pacific government is opposed to.

Anyway, as the Senate has shot down my amendment in favour of democracy and peace, in favour of outrightly supporting the aggressive actions of the Pacific government, I put forward a second amendment as follows:

That the resolution be amended to read:

Recognising the periliously dangerous situation in New Mexico, the Atlasian Senate calls upon the President to act towards achieving a peaceful resolution with the respective parties through dialogue and negotiation.

Further, the Senate condemns all acts of violence and calls upon all parties to move towards peaceful dialogue in the resolution of these difficulties.
