I came up with an idea that gives Perot a % of votes from Clinton and Bush by multiplying his % times that
of Bush or Clinton in each state. So if he got 15%, Bush 40% and Clinton 42%, Perot would get 6.3%
 (15*42/100) from Clinton and 6% (15*40/100) from Bush.
