She loses by a good margin, lockdowns and vaccine mandate would cause huge backlash, Id be surprised if an impeachment attempt wasn't made.

First off Tim Kaine, or possibly even whoever the Republican Speaker of the House is, would be President, because Republicans would have a majority large enough to successfully impeach and remove Clinton after the 2018 midterms.

As for 2020, the incumbent, whoever it is, loses. COVID would be a death knell for any incumbent President, regardless of what course of action they took.

She still loses as (amusingly) the GOP becomes the COVID-hawk  party and fear-mongers on it combined with major party fatigue of the Democratic Party in the White House and still likely economic hardship (even if it's less than what Trump's management yielded) to lose pretty significantly in spite of any competence she's presented over four years. If elected in 2016, she always would have been a lame duck.
