The Roman Empire.
Surely not in a quantitative sense by ruling the most heads in the most absolute way - but it will have been the Gordian knot of WorldHistory, which made us the other cult(ure)s of WestAsia & NorthAfrica available.
Without filling its PanTheon we would have - despite all archaeological findings - no relationship to them.
VOLTAIRE reported, that in all parts of France the farmers had still their stories about CAESAR (which were often authentic exactly because of being too deranged for being seeped down from books or teachers).
Byzantium, HolyRomanEmpire, Austria, Ottoman, Russia were all together its shadow projecting into the future.
And most of all the Catholic Church - "the most powerful appearance in world-history", as even the liberal protestant A.v.HARNACK had to admit.
