He might run or is even somewhat more likely to do so and either drop out before a single ballot is cast in late 2023 or after finishing with 1% in Iowa.

It's possible he'll run as the anti-Trump candidate unless he backs Liz Cheney, which I suspect will run just to go after Trump.

But the only two candidates with any shot at being the 2024 nominee are Trump and DeSantis. I don't know of anyone else who will come close.

Isn't it more likely he waits till next year when is term is finally up and when candidates usually start announcing their bids?

One way or another, he's not going anywhere.

I'd say the latter; even Bill Weld contested IA in 2020. That said, I could see him drop out in the fall of 2023 and sort of endorse DeSantis over Trump.
