Interestingly, this is probably a example of the classic "media market" primaries. Those two counties aren't that different from say Portage or Stark. But the Mahoning Valley is it's own TV market from the rest of NE Ohio, and Dolan has legislative history in that Cleveland Media Market.

What's the chance this ends up as tight as Oz vs. McCormick did by the end?

Very unlikely. More likely that Moreno wins by over 10. No election day votes are in but unless LaRose collapsed and most of it went to Dolan then Moreno will win easily.

Dolan overtook Moreno suddenly, I’m guessing a big county came in?

Cuyahoga, aka his base. But unless something changes, he's gonna Fall with E-Day. Recent History from the referenda tells us the two baskets are more polarized than usual for states. In fact, the Dolan map kinda resembles the Pro-Abortion map when it was only the EV in, before it receded to the cities and suburbs with E-Day.

Cuyahoga, home to Cleveland. Dolan reps affluent eastern suburbs of Cleveland within Cuyahoga County in the OH senate.

NYT is showing Moreno ahead by only 255 votes with 20% in. Is it supposed to stay this close?

Races like this are why MAGA is so opposed to RCV.

Moreno seems to be slowly but steadily increasing his lead.

Unless something has changed, Ohio drops every early vote first. But enough time has passed that there are porbably some precincts in. Which is why we can say Dolan has very likely lost, and probably by a significant margin. His totals are only going up and theres a lot out...

Moreno might get to 50% when all the vote is counted.
