THE NEURODIVERGENT LINCOLNITES ACT

SECTION I — Title
This legislation may be cited as the Neurodivergent Lincolnites Act.

SECTION II — Protecting Neurodivergent Lincolnites' Rights
1. The Judge Rotenberg Educational Center shall be permanently closed.

2. The following behavioural treatments and punishments shall be unconditionally prohibited at all facilities for the neurodivergent, developmentally disabled, and mentally ill:
Corporal punishment;
Electroconvulsive therapy;
Graduated electronic decelerators;
Physical restraints;
Sensory deprevation;
Solitary confinement;
Withholding food;
All treatments based in applied behavior analysis.

3. A commitee, comprised of 7 members — 3 medical professionals, 2 judges, 1 personal injury lawyer, and 1 representative of a disability rights organization — shall be created to, in conjunction with the relevant law enforcement agencies, investigate the use of the previously listed treatments at every facility for neurodivergent, developmentally disabled, and mentally ill people in Lincoln. If a facility is found to be using any of the previously listed treatments, it shall be ordered to stop doing so, and if it refuses to do so within 30 days, it shall be closed.

SECTION III — Cracking Down on Eugenicists and Conversion Therapists
1. All research into 'curing' autism and other forms of neurodivergence shall be strictly prohibited in Lincoln, and all nonprofits found to be promoting it shall be dissolved.

2. All programs, therapies, aversion or conversion methods intended to change the behaviour of neurodivergent people to conform to 'neurotypical' or 'normal' behaviours shall be considered a form of conversion therapy, and prohibited.

SECTION IV — Effective Date
1. This legislation shall take effect immediately.

This bill, excluding the title and effective date, has two sections.
The first shuts down the Judge Rotenberg Educational Center, a facility for neurodivergent beings and those with developmental disabilities which has been condemned by the UN Special Rapporteur on Torture for utilizing 'torture' as punishment and treatment, prohibits the kinds of barbaric treatments used there and at other similar facilities, and creates a commission to investigate these treatments.
The second prohibits research into 'curing' neurodivergence, which is broadly opposed by most scientists and researchers specializing in brain development and health as unhelpful at best and eugenicist at worst, yet still promoted by... certain nonprofits headquartered in Lincoln, and therapies meant to change neurodivergent beings' behavior to be more 'normal' without their consent, such as trying to 'fix' touch-averse neurodivergent beings into liking physical affection. This protects the right of our neurodivergent residents to be themselves, instead of being 'fixed' for the benefit of 'society' at-large.
