THE RIOT RESPONSE REFORM ACT

SECTION I — Title
This legislation may be cited as the Riot Response Reform Act.

SECTION II — Riot Response Reform
1. All police agencies in Lincoln shall be given training in riot control and crowd control, with a focus on starting with less lethal methods, such as tear gas, pepper spray, and long-range acoustic device ('LRADs'), and only progressing to using potentially lethal force, including tasers and rubber bullets, on rioters when it is necessary to resort to.

2. A specialized 'riot unit' shall be created within each of Lincoln's fourteen state police departments. These riot units shall be filled by both new recruits and troopers currently assigned to other units, who will be given more extensive, specialized training in riot control.

3. An additional $2,000,000,000 shall be distributed to Lincoln's fourteen state police departments, allocated based on their respective states' populations. They are to use this funding for riot preparation, including riot gear and further training of state and municipal officers.

4. This legislation shall take effect one (1) month after its passing.

This bill was written in response to the complaints from law enforcement that they were not given enough support from the government to be adequately prepared for the Bed Sheets Waving Act riots. It remedies this by giving law enforcement further training in riot control and crowd control, including created dedicated units in our state police departments for the scenario, and giving more funding to those state police departments.
