SECTION II: Abolish Rioting
1. A person who, being in another Region, travels to another Region for the purpose of participating in a riot, incitement of a riot, unlawful assembly, or mob intimidation shall be guilty of a felony punishable by imprisonment for no more than (6) months and a fine of not more than $10,000. A person arrested for a violation of this paragraph shall be held in custody until brought before a federal court for a bail hearing. At such hearing the court shall determine if permitting bail presents a probable risk of future rioting or civil disturbance.

2. This law shall go into effect immediately.

I could certainly see some potential for abuses in past contexts if this were in place.

At the same time, I don't consider rioting and mob rule as "legitimate political discourse" and certainly see the appeal in taking a tougher stance to discourage such.

There's been cases before of a previously lawful assembly being declared unlawful while it's still in progress, I can probably find some examples if you want.

There's been cases before of a previously lawful assembly being declared unlawful while it's still in progress, I can probably find some examples if you want.

Does the legality of this action, that is the changing of the status, very from state to state? Or do local authorities generally have the authority to change the designation mid flight so to speak?

My concern if so is that we basically are predicating federal penalties on the basis of a local decision that could very from locality to locality.

I dont read the text the same as WB.

This applies to people traveling "for the purpose of participating in ... an unlawful assembly..."

The purpose is based on the mens rea of the accused, not an arbitrary determination by a Region. Otherwise it would be worded as "A person who, being in another Region, travels to another Region and then participates in ... an unlawful assembly."
