THE LINCOLNITE SPACEPORT ACT

SECTION I — Title
This legislation may be cited as the Lincolnite Spaceport Act.

SECTION II — The Lincolnite Spaceport
1. The Lincoln regional government shall seize 35 square miles of rural land in Putnam County, Ohio through eminent domain. Everyone who owns property within these 35 square miles shall be given cash equivalent to the property's fair market value as their just compensation.

2. A spaceport, referred to as the Buckeye Space Center, shall be constructed on these 35 square miles. It is to include a central campus — which will include a headquarters and an operations building — as well as two launch sites, two processing facilities, a news media facility, and a visitor complex.

3. The Lincoln regional government shall request $100,000,000 from the Atlasian government's 'Space flight, research, and supporting activities' spending go towards the construction of the Buckeye Space Center. The remaining $100,000,000 of the estimated $200,000,000 cost of the Buckeye Space Center shall be funded through a small percentage (an estimated 0.0052%) of Lincoln's pre-existing tax revenues. If the federal government is to reject the first hundred million dollars of funding, the entire cost is to be paid for through a small percentage (an estimated 0.0104%) of Lincoln's pre-existing tax revenues.

4. When construction of the Buckeye Space Center is completed, ownership of the Buckeye Space Center shall be transferred to NASA, for use as a launch center.

5. This legislation shall take effect immediately.

Frémont and The South both already have Atlasian space launch sites — Vandenberg and Kennedy/Cape Caneveral, respectively. This bill will allow for the funding and construction of a third space launch site in Lincoln, to finish the trinity.

The creation of the Buckeye Space Center has multiple benefits. For NASA, it will give them a third base of operations, allowing them to launch more spacecraft. For Ohio and Lincoln at-large, it will give them involvement in Atlasia's spacefaring future, and it will bring thousands of jobs to the region, being a small but important step towards WD-40ing our Rust Belt. It will also boost tourism in the area, with tens of thousands of tourists, perhaps even hundreds of thousands, likely to visit the BSC's visitor complex, further revitalizing the area's economy.

Don't really like this bill, as I see it as a bit of a waste of money. Lincoln just is not a place all that conductive to aerospace research sadly. While I could support a bit more research, or perhaps a museum of some sort, I don't think this is a good use of taxpayers' money
