LGBTI Rights Defence Act

1. The right of the people to not be discriminated on grounds of sexual orientation, sexual identity, sexual characteristics or gender expression is hereby recognized by the Lincoln Region
2. Public administrations shall adopt protocols against homophobia, biphobia, transphobia, and aphobia
3. Every citizen of the Lincoln region over the age of 16 shall have the right to have their gender officially rectified in official documents expedited by the Lincoln region. Citizens aged 13 to 16 shall also have this right, but pending parental authorization.
4. The right of asylum to people prosecuted in their origin countries for their sexual orientation and identity, gender expression or sexual characteristics is hereby recognized
5. Transgender people shall be included in plans against discrimination and for equality, in any public administration of the Lincoln Region
6. Public administrations shall elaborate documents and forms adequate to sexual, affective and gender diversity
7. The right of the non-binary gender inclusion in documents expedited by the Lincoln region is hereby recognized.
8. Any sort of program, therapy, aversion or conversion methods intended to modify gender expression, orientation or identity is hereby banned in the Lincoln region
9. Access to Assisted Reproduction Techniques by any person with the ability to bear a pregnancy is hereby recognized in the Lincoln region.
10. Surrogate motherhood shall be illegal in the Lincoln region
11. Unmarried same gender couples shall have the same right to register their children as unmarried straight couples.
12. Public schools in the Lincoln Region shall foster tolerance, respect and inclusion for LGBTI people in all schooling levels, in a manner appropiate to the age of the students

Ok, so I have introduced this law to further protect and entrench LGBT rights in Lincoln's society. This bill will ban discrimination against LGBT people, conversion therapy as well as ensure representation and inclusion by public administrations in the region.

Basically so that point 9 does not get construed or interpreted as legalizing surrogate motherhood, which I believe is illegal in Lincoln? (if it is legal, then it just bans it)
