This act creates a day to mourn the victims of uxoricide and mariticide and honour the survivors of domestic violence, who have suffered in silence in this region. The commemorations are mostly symbolic, with the exception of public schools in the region teaching a compulsory workshop on various topics related to preventing domestic abuse, in order to prepare our next generations in the unfortunate scenario that they or someone they know falls victim to it. It also gives the option for survivors and their loved ones to take the day off in order to stay at home and heal.

The choice of a date in nippy, feuille-morte November is to prevent the awareness day from being bastardized from a solemn occasion into a day of celebration, similar to what has partially happened with Memorial Day due to it marking the colloquial start of Summer.
