Here are the positions of the dissenters : the dissenters of Heller say that no individual, no American citizen whatsoever has any right to keep and carry arms whatsoever. That is a radical and extreme position and that's what Ryan wants to see the Supreme Court  doing : writing the Second Amendment out of the Constitution. I mean I don't think it's unreasonable to expect Vance to run even with or even slightly underperformed Trump. Even in a wave year, there are examples. For dems there's MI Sen 2014, MN Senate 2014 and so on. For GOP there is NJ Senate 2018, AZ Gov and TX Governor
