AN ACT
To ensure funding of libraries


Be it enacted by the Parliament of Frémont assembled;

Section 1. Title

This legislation may be cited as the Fund Our Libraries Act.

Section 2. Financial security for public libraries

1. All libraries under public domain must be funded annually by their respective localities. Libraries which are denied funding, or receive a figure greater than 10%, shall be appropriated double its previous annual funding amount from the Commonwealth.

2. $5 million shall be appropriated for enforcement of this act and compensation thereof.

3. This legislation shall take effect ten days after passage.

In essence, this is a bill to keep all existing libraries throughout the Commonwealth functional, and not have their funding removed for political, ideological, or religious reasons. In doing so we uphold our oath to defend free speech and discourage the censorship of ideas.

It's occurred to me that this has the potential for abuse. If a municipality opts to defund a library for budgetary reasons, or to give the library 2x its previous funding, we would be forced to give it to them. Opening the floor for ideas on how we can improve this legislation so that it's not abused and fulfills its purpose: to discourage censorship.
