Sino-Japanese Treaty of Understanding

With the power vested in our duly appointed representatives, the Republic of China (KMT) and the Empire of Japan agree to the following:

The Manchuria Question

A. The Republic of China agrees to recognize the State of Manchukuo as a sovereign, independent state

B. The Republic of China agrees to recognize Japanese economic interests and rights within Greater Manchuria, including rights to mineral extraction, industrial development, trade, and all other areas of commerce.

C. The Empire of Japan agrees to share profits gained via industrial activity in Manchuria with the Republic of China.

D. The Republic of China and the State of Manchukuo shall establish a 75 km demilitarized zone from the Bohai Sea to the internationally recognized border with Mongolia.
a. Any military expedition must be declared prior to crossing into the demilitarized zone.

E. The Republic of China agrees to restrain forces loyal to the warlord known as Zhang Xueliang and shall undertake all necessary activities to prevent men loyal to his banner from undertaking banditry, raiding, or other anti-social activities in Manchukuo. Failure to restrain anti-social activities by men loyal to Zhang Xueliang shall be considered grounds for violation of this treaty.

F. The Empire of Japan agrees to establish a direct line of communication to the National Government in Nanking to avert future diplomatic incidents.

G. The Empire of Japan agrees to reduce its troop commitment in Shanghai to zero within three years.

H. The Empire of Japan and the Republic of China shall establish formal diplomatic missions in Nanking and Tokyo, respectively.

I. This agreement shall come into effect on May 1, 1933.

Due to the repeated violations of the treaty terms and rampant human rights abuses by the Kwantung Army, and the failure of the Japanese government to control their own military, the Republic of China declares the Sino-Japanese Treaty of Understanding no longer valid and withdraws all diplomatic recognition for Manchukuo.

Due to the uncertainty of the political situation at home, Chiang Kai-shek will remain in China for the duration of the Olympic Games. President Lin Sen will lead the Chinese diplomatic delegation at the Olympics. Generalissimo Chiang personally congratulates the Chinese Olympic team and wishes them success at the games.

The Century of Humiliation is over. No longer shall our proud nation be ruled by imperialist foreigners. We have made great progress since the darkest days of recent memory. The decadent emperors are gone from power, the treacherous communists have been vanquished, and the livelihood of the average citizen has never been better. But our work is far from done. Our northern brethren remain under the yoke of foreign tyranny. After years of attempts at negotiation, our adversary has proven incapable of acting in good faith. De cun, jin chi. (Give them an inch, and they take a mile.) The Japanese profess to want only peace and prosperity as their soldiers plunder and slaughter in Manchuria. No amount of diplomacy will stop the despicable crimes of their army. Make no mistake, this war is purely the result of Japanese greed and duplicity. They have become that which they claim to oppose, no better than the western colonialists of generations past. But they will not win. Our unbreakable spirit shall overcome the invading barbarians who seek to destroy us, as our forefathers have proven countless times. With perseverance and discipline, our people shall soon live in harmony under one flag once again.

Generalissimo Chiang Addresses the Nation (1938)

Yesterday, we received a message of an attack on our western border. The people of Xinjiang faced a deliberate and unprovoked assault by the Red Army. The Soviet government was on friendly terms with us mere days before this betrayal. Even today, they claim to be open to diplomacy. But it is clear that they have no interest in negotiation. They have lost all credibility with this breach of the peace. This day of treachery will live in infamy.

Thus, I am left with no choice but to declare war on the Soviet Union. We will strike back against the Bolshevist menace and protect our homeland from those who would destroy it. We will overcome the threat of our would-be conquerors. The men who died defending Kashgar will not have died in vain.

I call upon the other nations of the world to take a stand against the scourge of Bolshevism. These dangerous radicals seek to spread their fanatical ideology by any means necessary. The Soviets cannot be reasoned with or trusted at their word. Their subversives lurk in the shadows, scheming to spread their revolution to every corner of the globe. We must neutralize the Bolshevist threat once and for all. Do not legitimize the Soviet government through diplomacy or through trade. Make them feel the pressure of a united front against their evil ideology. The road ahead is hard, but we shall overcome if we stand together.

H. The Empire of Japan agrees to recognize the Republic of China as the legitimate government of continental China.

I. The Empire of Japan agrees to withdraw all troops from the city of Shanghai.

Soviet-Chinese Treaty

- The Union of Soviet Socialist Republics and the Republic of China shall immediately cease all hostilities towards each other.
- The Union of Soviet Socialist Republics shall withdraw its troops from Xinjiang Province and the Republic of China shall withdraw its troops from the Mongolian People's Republic
- Both countries shall lift tariffs towards each other and export restrictions on oil, coal, ore and steel.
