Dukakis' administration faces an earlier Republican Revolution in 1990 that carries into the 1992 election cycle, with Republicans overplaying their hand in nominating Pat Buchanan- Dole is a more likely sacrificial lamb for '92 here IMO, but sticking with the premise. Dukakis raises taxes to compensate the massive deficits of the Reagan era and there's a government shutdown in 1993-1994, which prove to be the Democrats' downfall despite a pivot to the right with Al Gore in 1996.
