What would happen if there wasn't a 3/5 compromise and the slaves were fully counted for representationg, causing several northeastern states to not ratify and form their own country. The states would would be part of the area that doesn't join up with the US would be Massachusetts, connecticut, Maine, new hampshire, Vermont and Rhode Island. The reason that New England doesn't lay claim to any territory west of the ohio is both due to traditional new england pacifism plus the US strongly holding them. The resulting US would obviously be more warlike, militaristic and expansionistic(in the 19th century the south and west were the regions calling for expansion and even todaydixie is host to the most militarist wing of the 2 parties). I could see the US being signififcantly more socially libertine but less left( as in more elitist). Remember without new england to kickstart it the second great awakening won't happen in the US. New England could go two ways: either more social democratic and pacifistic or an oligarchical conservative regime. What does north america and the world look like 209 years later in 2006?

If that happened I hope they would call themselves "The Federation of New England", "new" England sounds well, rather crap for a country.

Also, going on topic, What would happen to NYC in this scenario? I just can't imagine it being a border city and still be the centre of American trade which it was in the 19th century. Probably trade would be focused on the south; mainly virginia and perhaps DC.

Well, if all four New England States stay out of the Constitution, but the other nine join, then the issue of what to do about the Vermont Republic will quickly come to the fore.  I can't see new York consenting to the existence of Vermont as it did in 1791.  Might actually come to blows.
