How would this affect the rhetoric surrounding elections and voter turnout in elections?

I think we would see more campaigns like the GOP's in 1994, which means more coherent party manifestos and campaign promises, a stronger fixation on the parties' respective candidates for speaker, and it would also incentivize, I guess, stronger central, national party structures that have more influence on candidate selection.
