I'd go with legalizing driving first. I could deal with teenagers being able to drink, I just think that driving should have the lower bar as driving, unlike drinking, is an actual necessity, at least for those in an area where public transit isn't a feasible option.

Worth considering that there is nearly universal underage drinking, and much less underage driving. If you set the ages the same most kids will have plenty of drinking under their belt before they get behind the wheel.
