Why has Uvalde County historically been far more R leaning then the surrounding Rio Grande Valley counties despite being demographically similar?

Its growth has been pretty stagnant in the last few decades, so my suspicion is that its Hispanic population differs from the Hispanics in the RGV counties in that there are fewer recent immigrants -- more akin to the Hispanic population in West Texas.
