I would like for one of my senators to propose a bill to get rid of region or districts. There is no need of having both.

I already did that a long time ago.  The senate already voted on that and we did in fact discard regions.

The point if to leave the redistricting powers to someone who doesn't have a direct stake in the outcome of the redistricting.  

If the Governors were elected from Districts, they would be unlikely to approve a map that put two Govs in the same District, even if that map was in the best interest of the forum.
