To reform the process of regulations being implemented by executive agencies

Section I: Title

1. This bill shall be called the Regulatory Process Reform Act.

Section II: Process Changes

1. It shall be a requirement for a cost benefit analysis to be done of any regulations proposed by an executive agency with the potential for financial impacts on the Atlasian economy in excess of $100 million or increase consumer prices, before the regulation gets implemented.

2. Any one of these regulations deemed to have a higher cost than a benefit, shall not be implemented unless Congress passes that regulation into law.

3. Future Regulations which are implemented are required to periodically have cost benefit analysis even after implementation to see if the benefits of the regulation outweigh the costs.

Also, it is unclear to me how this would affect the SoIA when we don't even have a CG. Scoring and economics fall under that role. And we can all be honest about why it's the only cabinet position that's never been filled since its inception: who the hell wants to be responsible for analyzing the economic impact of every policy? For that matter, what makes them best qualified to know how we are compared to the United States when the dynamics of our economy, as well as our own policies and standing in the world (where just China is the big baddie and we thankfully have a GM who doesn't want to layer even more unresolved problems like the one in Ukraine on the NSC), are so fundamentally different?
