This bill boosts revenue by adopting a Barrack Obama plan to auction off local hydrodams that have been long since completed and no longer require federal ownership.

A 2014 study by former federal budget official Ken Glozer found that the utility has somewhat higher rates than utilities in nearby states today, despite the tax and regulatory advantages that it enjoys.The TVA is exempt from a range of regulations that are imposed on other producers.

Estimates are that selling just TVA would yield around $40Billion in revenue.

What mechanisms exist to transfer ownership of these dams to the regions? In this case, I assume regions could bid like any other entity.

I believe that some protections against monopolies, potential abuse of foreign and inter-regional government investors is warranted. These figures can obviously be debated and changed to something else but for the time being I propose the following amendment.

Out of interest how does this account for, say, a state-sponsored company if they tried to circumvent the 25% share allocated to them?
