So what would have changed in regards to US politics and domestic/international policies if Gerrymandering(gerrymandering is the practice of making the congressional districts be convuluted and onyl favoring one paerty) was outlawed in 1888? The law in question mandates that all states have non-partisan commissions on the model of present day Iowa.

Equal population wasn'tm required then. I think in 1930, the was over a 1:10 ratio between the most and least populated congressional districts in NY.

I was presuming that all the states are forced by federal law to adopt Iowa style apportionment

Is this just for the House of Represenatives or are State legislatures also affected?

Because there was no reapportionment done in 1920 AT ALL. That smallest seat that was down to half the average population by 1930 was probably quite fine in 1910 - I think it included the tip of Manhattan. Similarly, the largest district that had grown to several times the average was in the then new suburbs, maybe in Queens and Brooklyn?
