It depends on how much ground the GOP was able to make up locally in those 16 years. Was Faulconer elected as Governor of California during those years? Perhaps beating Newsom in 2018? Then yes he has a solid chance in 2024. If his career is what it is now (in shambles), then he's DOA in a primary and weak in a general as well.
