Why does San Francisco have much higher voter turnout than Kern county?

Kern County received a disproportionate amount of Okie settlement during the dust bowl. The non-Hispanic Whites in Kern County vote like Whites in non-Dixiecrat Oklahoma, ie. overwhelmingly Republican. Furthermore, Biden and the Democrats have experienced similar gains in metro White areas, regardless of education, as they have in Oklahoma. Kern County's Hispanic population puts it on a different path but the NH White populations mirror each other well.

Yup and not even close, 59.5% in San Francisco have a Bachelor Degree compared to 17.6% in Kern
