Thus, while both of these distinguished Atlasians already serve on the NSC, I am formally re-appointing them to the Council today, filling the seat vacated by now-Vice President Utah Neolib. This will maintain the composition of the NSC, allowing us to maintain a firm, consistent foreign policy in a fraught time.

PROTECTING OUR PRIVACY ACT

No federal department or agency shall require the use of facial recognition technology, fingerprint scanning technology, implantable microchip technology, retinal scanning technology, or DNA scanning technology, in the processing of any tax forms, benefit applications, licenses, permits, or other paperwork. This shall not apply to the requirement that certain federal employees or contractors submit fingerprints as part of an enhanced background check.

b. No federal funds appropriated to the Regions for infrastructure purposes shall be used for the purchase, installation, repair, maintenance, or operation of speed cameras or red light cameras.

c. This act shall take effect immediately.

Veto Statement

While I would love to sign this legislation to allow my esteemed friends Mr. R and LouisvilleThunder to realize their lifelong dream of having intercourse with horses, I do not wish for the citizens of Atlasia to bear witness to such acts. Additionally, it is neigh-upon-likely that the horses mistake their unusually small weens for peanuts and bite them off, which would be very unfortunate for the horses.

Mr. President, the following piece of legislation has passed the Senate and awaits your signature or veto.

POOP AND PENISES ACT

SECTION I. NAME.

This Act shall be called the Poop and Penises Act

SECTION II. FEDERAL FACILITIES MUST COMPLY WITH SOME REGIONAL RULES

a. 42 U.S.C. 9620(a) is hereby amended to require that each department, agency, and instrumentality of Atlasia shall be subject to, and comply with, at facilities that are or have been owned or operated by any such department, agency, or instrumentality, Regional or State substantive and procedural requirements regarding response relating to hazardous substances or pollutants or contaminants, including State hazardous waste requirements, in the same manner and to the same extent as any nongovernmental entity.

B, Atlasia hereby expressly waives any immunity otherwise applicable to Atlasia with respect to any Regional or State substantive or procedural requirement referred to in this act, including immunity from injunctive relief, civil penalties, criminal sanctions.

SECTION III. POOP

a. 42 U.S.C. 9601 is amended by adding the following new section at the end
thereof:

SECTION 312. EXCEPTION FOR MANURE

a. Upon the date of enactment of this section, manure shall not be included in the meaning of `hazardous substance' under section 101(14) of this Act or `pollutant or contaminant' under section 101(33) of this Act.

b. The enactment of this section shall not be construed to impose any liability or paperwork requirements under provisions of the Emergency Planning and Community Right-to-Know Act of 1986 for manure.

c. Nothing in this section shall affect the applicability of any other environmental
statute as it relates to the definition of manure, or the responsibilities or liabilities of any person regarding, the treatment, storage, or disposal of manure.

d. 100 Stat. 1655 is amended by adding the following at the end thereof:
The notification requirements under this subsection shall not apply to releases associated with manure (as defined in section 312 of the Comprehensive Environmental Response Compensation and Liability Act.
e. Definition - For the purposes of this section, the term `manure' mean:
     1. digestive emissions, feces, urine, urea and other excrement from livestock (as defined by 7 C.F.R. 205.2);
     2. any associated bedding, compost, raw materials or other materials commingled with such excrement from livestock (as defined by 7 C.F.R. 205.2);
     3. any process water associated with the items referred to in paragraph (1) or (2); and
     4. any byproducts, constituents, or substances contained in, originating from, or emissions relating to the items described in paragraph (1), (2), or (3).''.

SECTION IV: HORSE PENISES

a. The regulation making it a federal crime to import a foreign stallion from a region affected by Contagious Equine Metritis if you don't wash its fully-erect penis on five consecutive days and apply ointment to it after it's tested negative for the disease is hereby eliminated. 9 CFR §93.301(e)(3)(i)(A) shall be amended accordingly.

b. The regulation making it a federal crime to temporarily import a foreign horse for entertainment purposes and let its genitals get examined for a non-medical reason is hereby eliminated. 9 CFR §93.301(f)(5)(vii) shall be amended accordingly.

c. The regulation prohibiting foreign show horses that are temporarily in Atlasia for competitions from having sex is hereby eliminated. 9 CFR 93.301(f)(5)(vii) shall be amended accordingly.


SECTION V: TIME

a. Unless otherwise specified herein, this act shall take effect 120 days from the date of passage.

Executive Order 55:02

WHEREAS,

Kansas is Fremontian land, Kansas is inhabited by Fremontian people, and Kansas is culturally Fremontian

The Southern legislature has approved legislation and the Southern Governor has signed legislation, S. 22.1-82, which provides for the declaration of war as a response to ambiguity over Kansas’ regional status. The enactment of this legislation creates a state of hostility between the Federal Government and the Southern Government, and creates the danger of a rebellion against the Government of the Republic of Atlasia. The existence of this legislation constitutes a conspiracy to resist legitimate, constitutional adjustments to regional boarders by means of violence, and to instigate violence against the Government of the Republic of Atlasia, the people of Fremont, and the people of Kansas.

NOW, THEREFORE, I, Oregon B. Dog, President of the Republic of Atlasia, under and by virtue of the authority vested in me by the Constitution and laws of the Republic of Atlasia, including Chapter 15 of Title 10 of the United States Code, particularly sections 332, 333 and 334 thereof, do command all Southern National guardsmen or unorganized militia to desist therefrom, and to disperse forthwith from the state of Kansas.

THEREFORE, in order the assuage the threat of rebellion, the state of Kansas shall be transferred to the control of the Commonwealth of Fremont

WHEREAS the commands contained in this proclamation have not been obeyed and the law remains a Southern statue and threatens to continue, and Kansas remains under Southern jurisdiction:

NOW, THEREFORE, by virtue of the authority vested in me by the Constitution and laws of the Republic of Atlasia, including U.S.C Chapter 15 of Title 10, particularly Sections 332, 333 and 334 thereof, and Section 301 of Title 3 of the United States Code, it is hereby ordered as follows:

Section 1.  Units and members of the Armed Forces of the Republic of Atlasia will be used to maintain peace in Kansas and to transfer control of the state of Kansas to the Government of the Commonwealth of Fremont


Section 2. The Attorney General is authorized to use such of the Armed Forces as may be necessary to carry out the provisions of section 1, to that end by virtue of the authority vested in me by the Constitution and laws of the Republic of Atlasia, I hereby authorize the Attorney General to call into the active military service of the Republic of Atlasia, as he may deem appropriate to carry out the purposes of this order, any or all of the units of the Southern National Guard to serve in the active military service of the Republic of Atlasia and for an indefinite period and until relieved by appropriate orders.

Address to the Nation on Kansas


My fellow Atlasians, I come to you at a somber hour. Last night, I authorized our Armed Forces to conduct a police action in the state of Kansas. As of this moment, troops are advancing eastwards towards Topeka on all fronts. Now, I am a peaceful man, and am no warmonger. To have Atlasian take up arms against each other is the very last thing I want. But this action is unequivocally necessary. Let me state, the passage of the Our Kansas Act was a monstrous and violent escalation and a evident expression of the will of the Nashville government to commence an armed revolt against the Government of this Republic. That is the first and foremost reason for my actions last night; the preservation of this Republic.

The day after this bill was passed, many patriotic Kansans who support Fremont and wish to join it as a fellow state were shocked that the government would make such a violent declaration of ownership over them. Accordingly, they took to the streets to protest this action. As the Attorney General informed me last night, less than an hour before I issued EO 55:02 and while making final deliberations on my response, they were met with violence and killed indiscriminately. Hearing of the massacre of Atlasian citizens, for expressing their right to free speech, I decided had to act and I acted quickly.

All of the intel provided to me, by the Department of Justice and the National Security Council, suggests that Kansan citizens continue to be the victims of violence from the Southern Government. Evidence points to any and all protests being met with execution. A report has made its way to my office, alleging that snipers and attack helicopters are being used against Pro-Fremontian protestors. A massacre is occurring in Kansas, it is outrageous, barbaric and must end. My heart aches for the victims of these senseless crimes. It is a humanitarian crisis and I will not hesitate to deploy further military resources to ensure peace and to protect innocents.

In addition, I want to say that Governor James Benson has handled the events of the past few hours quite poorly. To embrace the South and call for the Governor to intervene is an effective endorsement of more bloodshed and more destruction. For the good of the nation, he should resign.

I make a ultimatum on this day to the Southern Government, all Southern National Guardsmen must leave the state of Kansas by March 30th. Address to the Nation on Kansas


My fellow Atlasians, I come to you at a somber hour. Last night, I authorized our Armed Forces to conduct a police action in the state of Kansas. As of this moment, troops are advancing eastwards towards Topeka on all fronts. Now, I am a peaceful man, and am no warmonger. To have Atlasian take up arms against each other is the very last thing I want. But this action is unequivocally necessary. Let me state, the passage of the Our Kansas Act was a monstrous and violent escalation and a evident expression of the will of the Nashville government to commence an armed revolt against the Government of this Republic. That is the first and foremost reason for my actions last night; the preservation of this Republic.

The day after this bill was passed, many patriotic Kansans who support Fremont and wish to join it as a fellow state were shocked that the government would make such a violent declaration of ownership over them. Accordingly, they took to the streets to protest this action. As the Attorney General informed me last night, less than an hour before I issued EO 55:02 and while making final deliberations on my response, they were met with violence and killed indiscriminately. Hearing of the massacre of Atlasian citizens, for expressing their right to free speech, I decided had to act and I acted quickly.

All of the intel provided to me, by the Department of Justice and the National Security Council, suggests that Kansan citizens continue to be the victims of violence from the Southern Government. Evidence points to any and all protests being met with execution. A report has made its way to my office, alleging that snipers and attack helicopters are being used against Pro-Fremontian protestors. A massacre is occurring in Kansas, it is outrageous, barbaric and must end. My heart aches for the victims of these senseless crimes. It is a humanitarian crisis and I will not hesitate to deploy further military resources to ensure peace and to protect innocents.

In addition, I want to say that Governor James Benson has handled the events of the past few hours quite poorly. To embrace the South and call for the Governor to intervene is an effective endorsement of more bloodshed and more destruction. For the good of the nation, he should resign.

I make a ultimatum on this day to the Southern Government, all Southern National Guardsmen must leave the state of Kansas by March 30th. If not, I will authorize the deployment of 95,000 more troops to the front line, and I will request the Attorney General to make the forceable removal of Southern troops from Kansas his primary mission. I'm pretty sure Lumine said there is no deployment of the Southern militia and that reports of violence against civilians (at the hands of Southern authorities) have no basis in fact at this moment.

Also, I might add that part of Putin's excuse for invading Ukraine was to stop a genocide against ethnic Russians in Ukraine. This line of thinking coming from people who are proud "supporters" of liberal democracy is certainly disturbing.

The strongman, authoritarian approach taken by some individuals including the PPT, the AG, and the President seems highly unusual given that they brand themselves inside the game and outside of it as pro-democracy left-wingers who stand for the people. This political claim is directly contrasted with their actions in the game. Furthermore, the President's claim directly echoes Putin's claim that his invasion of Ukraine was for the Russian defense and what he initially said about his troops being in East Ukraine as peacekeepers only.

Mr. President, ignoring the Constitution now (which says Kansas is Southern) and in doing so carrying out Putin-esque actions and utilizing Putin-esque "logic" is problematic as is making light of events like 1/6 (which we saw in the left's reaction to the Southern elections in January, the implication that the left wanted to storm the state capitol in Nashville, etc.). Even in "jest," joking about unfortunate events at home and abroad is highly distasteful.

Furthermore, the President and the AG should uphold the rule of law and the President should be able to work with all of the Governors of Atlasia instead of calling on those politically opposed to him to resign. The President is also supposed to respect regional sovereignty, the rule of law, and to not support the imperial claim of one region upon another.

a. To acknowledge and take into account the principles of early childhood and youth brain development and, whenever possible, consider the concepts of early adversity, toxic stress, childhood trauma, and the promotion of resilience through protective relationships, supports, self-regulation, and services.

b. A school climate and school connectedness improvement committee shall be established.
i. The School Climate and School Connectedness Improvement Committee is established to advise regional boards of education regarding best practices for reduction of traumas related to adverse childhood experiences (ACES).

c. The committee consists of the following members appointed by the President:

1. two current school superintendents;

2. two retired school superintendents;

3. three current K-12 teachers;

4. three retired K-12 teachers;

5. four parents of K-12 students;

6. two school social workers;

7. two school counselors.

d. When appointing committee members, the governorPresident shall consider

1. geographic representation and appoint not fewer than six members who reside in communities that are rural.

2. representation across grade levels, appointing at least one current or retired teacher of students in each of the following:

(A) kindergarten through grade two;

(B) grades three through five;

(C) grades six through eight; and

(D) grades nine through twelve.

(d) Committee members serve without compensation and are not entitled to per diem.

(e) The committee shall meet at least once a year. Meetings may be held by audio or video teleconference.

(f) The committee shall organize regional and subject-matter subcommittees to address the specific needs of English language learners, vocational and technical education, special education, student athletes, and other subject matter the committee considers necessary.

Section 2. Establishment

a. Each school district in the regions shallmay develop a school climate and school connectedness plan to improve student, staff, and family relationships and establish connections and partnerships between district schools and local communities. The School Climate and School Connectedness Improvement Committee shallwill support districts that develop school improvement plans in plan development and implementation.

b. A district shall designate district representatives to coordinate with the committee and draft the district's plan. The plan must identify actions the district will take to improve school climate and school connectedness.

c. A plan may incorporate use of

(1) social and emotional learning;

(2) trauma-informed and healing-centered practices;

(3) instruction in cultural competence and alignment with indigenous values;

(4) multi-tiered support for behavioral intervention, including restorative practices that are nonshaming, nonpunitive, and effective in addressing conflict and repairing relationships;

(5) methods for reducing racial disparities, disproportionate behavior responses, and suspensions or expulsions.

The designation of military areas in any region or locality shall supersede designations of prohibited and restricted areas by the Attorney General under the Proclamations of December 7 and 8, 1941, and shall supersede the responsibility and authority of the Attorney General under the said Proclamations in respect of such prohibited and restricted areas.

I hereby further authorize and direct the Attorney General and the said Military Commanders to take such other steps as he or the appropriate Military Commander may deem advisable to enforce compliance with the restrictions applicable to each Military area here in above authorized to be designated, including the use of Federal troops and other Federal Agencies, with authority to accept assistance of state and local agencies.
