For Governor and Lieutenant Governor: Matthew G. Bevin/Ralph A. Alvarado
For President and Vice President of the United States: Joseph R. Biden/Kamala D. Harris
For United States Senator: Amy McGrath

Someone from the Lexington suburbs who's an anti-Trump center-rightist who voted for Biden because muh never Trump and McGrath because of a favourite daughter effect.

Or it could be a conservative who became  COVID19-hawk with COVID19 as their top priority.

Or someone from Matt Bevin's home county.

I guess the lazy answer is "Cincinnati/Louisville/Lexington suburban realigner." I'm sure there are probably also some weirdos in the mountains who voted this way, but not many.
