The row over whether Guatemala or Venezuela would get the Security Council seat has apparently been settled by choosing Panama for the task. (link)

Well, I've got no known objections to Panama, so it seems a good route to go.

I would actually call it a victory for the Americans in the UN. Not only did they stop Chavez from taking a seat in the Security Council but also got a relatively pro-US, pro-free market, country into the Council as a compromise.

Well I believe technically only half of Panama could join NAFTA.  Isn't the line between North and South America at the canal (or more properly the isthmus)?

Depends on how you define "North America".  The most expansive definition includes all of Panama.  Panama itself lies on the Caribbean Plate with the boundary with the South American plate lying along the Darién Gap whicjh lies along the Panama/Colombia border.  Given the impassible nature of the Gap (there is no road connecting Panama and Colombia) and the political boundaries, I consider Panama to be solidly North American or Central American if you consider CA to be distinct from NA instead of part of NA.
