I will go with Likely D if Cuellar is nominated and the FBI thing turns out to be nothing.
I will go with Likely to Safe R if Cuellar is nominated but the FBI thing matters (depends on its scale; if it's a really big deal he probably goes down by a lot, if it's a small controversy, then maybe by less and he might somehow even pull off a win).
I will go with Likely R if Cuellar loses renomination to Cisneros or someone like her.

Safe R if Cuellar wins, as events in Virginia show that people will turn out against the scumbag in office in a terrible election season for Democrats.

Lean R with Cisneros, who would be less detestable with voters but still suffer from federal democrats many screw ups these past two years.

Tilt/Lean D. Still too soon to say that Democrats will fall a lot further here, but they shouldn’t take it for granted. Hopefully Cisneros wins it, at this point.

Tilt R. But whilst Cuellar was the strongest candidate before, even though she may be an underdog we're no worse in voting for a candidate like Cisneros any more. Good luck to her.
