Hard to tell. The stuff about COVID testing things points to neither Cuellar nor any of his staff having done nothing illegal. But his campaign manager deactivating his Twitter  has a bad scent.
But given the tenor of this poll, I'll just assume the worst. His campaign staff conducting some kind of fraud, with his consent or his willful ignorance abetting it.
