Josh Harder, who was originally set to run in this Biden +10.9, Newsom +4.8 seat, is now dropping it to run in CA-09, hoping to replace the retiring Jerry McNerney.

That makes this largely rural Hispanic seat an open seat. Do Republicans have a shot at picking it up, or will Democrats hold on?
