Well I don’t know. It’s be awfully hard to flip such a large landmass, and it depends on how thick the piece of the earth’s crust you want to flip is.

A low population state is always easier to flip if you create the circumstances needed for sudden inmigration of people from other parts of America who have different outlooks (e.g. urban vs.rural).  If, somehow, a major employer (like a tech company) moved there from California, it would have an effect.  The problem, of course, is the severity of Wyoming's climate.  Low population states are that way for reasons that are often obvious.

They should distribute these 200000 among states like GA, PA, AZ. This may actually help them win the elections like 2016.

If they give each voter 50,000, the total cost is just 10 billion, seems a good investment.

Have liberal tech companies but up land and pay people to move from states such as California if they promise to vote Democratic. That would be a good investment in many small states like Wyoming, Idaho, Nevada, New Mexico, South Dakota, Alaska, and Oklahoma and would help the Democrats solve their looming Senate problems.

Not that I agree with the premise, but moving from California to Wyoming is a saving in itself. There would just need to be a reason to do so.

Have the WY Dems (there are few but they exist) join the GOP establishment there in a bipartisan marketing campaign to lure remote workers, similar to what they’re trying to do in WV.  Run ads that appeal to tech workers in states like CA, CO, OR, WA, etc, to move to WY for the cheaper cost of living and proximity to great scenery.
