Is there a particular reason this was reintroduced as a bill rather than as an amendment? The language doesn't strike me as sufficient for whatever this legislation is meant to accomplish if the goal is in fact enforcement of the freedom of public employees to organize and so on.

They already tried that, which is why they introduced it as legislation.

Yes, again, the amendment failed. Since public employees fall under the purview of the government, an amendment while preferred is not necessary to achieve similar ends for those workers.

I do maintain that union membership is as valid as the basic freedom of assembly, and membership is optional because unions are not required to represent non-members.
