There's no serious evidence in favour of the idea and at the time the only thing the CIA was truly competent at was funding arts organisations and cultural publications: when it came to anything like this they tended to be extremely obvious even when successful.

There was only one conspiracy that successfully killed a President, but no one ever talks about John Wilkes Booth's pretty hefty conspiracy that tried to take a go at Seward and even an abortive consideration of going after Andrew Johnson. The fact that that conspiracy was unraveled means no one thinks it's worth talking about. Instead, they feel the need to make up conspiracies for the other assassinations.
