Delaware is just a combination of Philadelphia suburbia and random rural areas. It has no real culture or community of it's own.

Maryland is a good shout. Any big state is a valid contender, but when you consider smaller states Maryland really sticks out.

I personally like the idea of one or two anchor cities and the surrounding area however rural or remote, but Maryland (and Virginia to a lesser degree) get it wrong.

Same thing with Rhode Island, although Providence is big enough to have it's own COI despite being overshadowed with the growing boston area. And there's some rural areas, but the African community in RI is more diverse than in DE.

Maryland and Delaware are both below average in terms of CoI, but IMO Idaho, Montana, Oregon, and Washington State are all worse. A decent argument exists for Texas too.

Community of Interest

For the example the reason why I said New York is because New York City and much of upstate New York aren't that similar to each other (and have different interests), while portions of the New York City metropolitan area, which would share common interests with the city itself, are located in other states (Connecticut, New Jersey)

For larger states I'd say California, Texas, and Florida are still relatively good, while New York, Illinois, and Pennsylvania are worse

Oregon is also not so good (eastern Oregon is more connected to Boise than Western Oregon)

From a COI perspective I'd also suppose it's beneficial for states to have main economic centers geographically located centrally (as do, say, Arkansas and Indiana).
