So only 69% of voters have decided to vote for a major party candidate and there are no undecideds. Is this is a typo or is a strong independent candidate?

I think it is just b/c both Blago and Topinka are not well-liked. I bet most Illinois voters feel like they are voting between the lesser of two evils on this one, whoever they end up choosing.
