Funding
1. $50,000,000 shall be allocated to local jurisdictions to improve their sewage and water pipeline systems, in addition to improving water and sewage treatment plants.

2. $35,000,000 shall be allocated to establish the “Lincoln Cleaner Water helps our Schools” (LCWS) program, at the end of every Gregorian calendar year, cities from across the region with the cleanest water are granted more education funding.

3. $5,000,000 shall be allocated to local jurisdictions to clean up “fatbergs” in jurisdiction water systems.

4. All cosemetics produced and sold in the Region of Lincoln must be biodegradable.

5. Plastic microbeads are forbidden in all cosmetic products.
Implementation
1. The Governor of Lincoln and General Court of Lincoln are placed in charge of overseeing funding.

2. Local jurisdictions are in charge of the construction and actual implementation of new pipelines.

3. All lead pipelines shall be banned in the Region of Lincoln and to be replaced in the span of 5 years

Compliance

1. If a jurisdictions city water does not meet national PpM/PbB particulate requirements, in addition to the Atlasian Department of Justice fine, that jurisdiction will also be subject to a regional minimum fine of $100,000 and a maximum fine of $1,500,000.

2. If a jurisdiction refuses to replace water and sewage pipelines, that jurisdiction will be subject to a minimum fine of $100,000 and a maximum fine of $1,000,000.

This bill will improve our pipe system, and finally get rid of the scourge of lead pipes. This bill will also help our schools, and help get rid of microbeads polluting our pristine waters.
