Compliance
1. If any officer refuses to wear a body camera or tampers with it, that officer will be sentenced to a maximum of 1 year in prison and a $5,000 fine.

Other
1. This bill will take effect 1 year after passing.

My bill is albeit a simple one, to require police to have body cameras. This is heavily supported by the people of Lincoln, and will make the police finally have more transparency and accountability. Body cameras help the people make sure that bad police officers don’t get their way in causing people harm.

I broadly agree with the thrust of this bill, but I wonder if $1 million is sufficient to actually cover the costs of modifying uniforms, and if we could make that number higher and have it help cover the purchase of cameras as well. I would be interested to hear where that $1 million figure came from, and if the sponsor would be open to revising it upward.

Will you be offering this as an amendment?

I intend to, and I am doing some calculations at the moment to find a figure that I will be using. It should be submitted shortly.

Considering that this is a one-time expense to get departments through the transition period, I could support that. I'll withdraw the previous amendment and offer one for $100 million.

The basic idea here is that a grant system addresses concerns about helping departments cover the cost while also not creating a vast new workload for the regional government, forcing it to allocate millions of dollars, having to decide who gets what and why. This creates a fairer, more transparent, and more efficient system.
