For me, it depends on how long I will be outside for, but if I am just walking, say a couple hundred feet from one building to another, I'd be willing to wear shorts in below freezing weather

70s (F) and up.  60s as long as it's not raining/windy.

I once worked with a guy who wore shorts to work every day of the year, even in the middle of winter.  And it was in a building that was usually pretty cold (I often wore a sweater or light jacket there, and I wasn't the only one.)

I'll wear shorts until it hurts, but the actual number has been going up over the years.  If it's in the teens/low twenties I'll consider it if it's windy.  If I'm just out spot shoveling I'll still wear shorts in the single digits, but sitting in a car in shorts and letting it warm up when it's 4oF is a painful experience.

In Perth, Western Australia, September until April.

In the Pilbara or the Kimberleys up north, 12 months a year.

The northern half of my state just had two years of blue skies punctured by cyclones with zero COVID.

Shorts are only appropriate for men when playing sports.

I never once wore shorts outside even in Mississippi in the summer.

If I'm mostly inside and only going outside between the car and a building, then it's always shorts weather because I'm most comfortable in shorts at room temperature.

If I'm going to be spending significant amounts of time outside, it would range between 45 and 60, depending on the sun, wind, and what I'm doing.

85 degrees and higher.  Even more so if the humidity of late spring/early summer makes it feel even warmer.
