Santorum, I'd say. I'd argue he was a more popular, younger and evangelical version of Gingrich, and without the history and baggage.

Gingrich, far less scruples, far more willing to play hardball, and far more ideologically malleable.

He probably was the best candidate that year to actually win, but he also could've lost even worse too.

Romney was safe, and Santorum was an even lesser safe.
