I doubt they would do it over this specific issue, but a similar constellation of groups having a go at a coup or revolt wouldn't be surprising

No. The old school war on drugs crowd might still be in positions of power, but the run of the mill pencil pushers that make up most of the people at those agencies are mostly Gen X and younger. Plus, underlings don't really have the "obey all orders" mindset that you find in the military, so the moment something like that started in earnest, you'd just get whoever was trying to instigate it carted out of the building.

Premise is really silly to begin with but even the vast majority of what the DEA does doesn't involve marijuana, and I bet almost all of what the NSA does doesn't.
