Exactly, even in 1968 voting rights were still kind of restricted, and many counties that are now majority-black and vote heavily Democratic (including, obviously, to support the nation's first black president) that were majority-white and/or had voter suppression and thus 'voted' for George Wallace.

Probably a lot of people in Georgia, North Carolina, South Carolina, Alabama, and Mississippi if I had to guess. Also some WWC voters from the Rust Belt as well.
