I believe that to be correct. Though oddly enough, their poll in Florida has the biggest margin for Nelson.

Yes.  They are overall pretty good, but, when they miss, they tend to miss toward the right.

EDIT:  This poll is not out of line with the majority of recent polling, however.
Recent polling suggested tie within the 1-2 point range.
