Both apportionment and districts within states will be based off 2020 presidential voters.

Maine is easy.
2 seats.
York, Cumberland, Androscoggin, and Sagadhoc form the 1st, rest of the state forms the 2nd.
ME-01: 409,240‬ votes. 60-38 Biden.
ME-02: 410,221‬ votes. 51-47 Trump.

Texas has long had among the lowest turnout rates of any state in America. I'm not sure exactly how long that goes back.

New Hampshire was harder but still easy and simple.
2 seats.
All of the counties of Carroll, Belknap, Stafford, Rockingham and the towns of Manchester, Epsom, and Pittsfield form NH-01. The rest of the state is in NH-02.
NH-01: 401,634‬ votes. 52-47 Biden.
NH-02: 402,199‬ votes. 54-44 Biden.
