Potentially a stupid question, but are all bills one chamber of congress has passed dead once a new congress comes in? Hypothetically speaking, could the senate in 2023 pick up legislation that was passed by the House in this congress? Let's say the Democrats lose the House and still manage to gain a seat or two in the senate. Or would that require another approval by the new House?

Anything pending at the end of a Congress dies right then & there, & reintroduction & repassage thereof in both chambers would be required for them to still become law. For example, had the NDAA veto not been overridden earlier this year just prior to the end of the 116th Congress, then reintroduction & repassage thereof would've been required in the 117th.
