So it's a well known fact that thanks to the influence of the Pendergast Machine Prohibition was effectively completely ignored in Kansas City and many bars and liquor stores there never closed. And during Canada's Prohibition period (which ran around the same time as the US but began earlier and ended earlier as well), Quebec also had near zero enforcement and thus became a source of alcohol smuggled into the US and other parts of Canada.

Were there any other such areas?
